Does it make a difference? Cold or Hot the breeder would need to take precautions keeping them all at a comfort level. I think getting the pups housebroken would be a little pain if cold out lol Heck I'm an adult and I dont wanna get out of my warm bed in the middle of the night let alone go outside :)

Fall puppies are best, I think. Perfect weather for potty training before the snow comes, (usually. lol) I do think GSD's handle the cold better than the hot, in a general all-around, sort of way. But to answer the question about healthier, I can't see why it would matter unless the owner is neglectful of the elements that would cause a puppy stress.
