Hmmm, I'm thinking no discharge is a good thing.
Just kidding. I'm thinking it doesn't let go/out?

Does not out means, does not out on command?

in a sieger show,
at the protection phase,
the dog engaged with the helper,
bit the sleeve,
was called to let go by the handler,
the dog ignored the command and didn't let go
or the dog let go and re-bit the sleeve and wouldn't let go.
the dog showed TSB (courage) but didn't show obedience (didn't discharge).
