How many straws do you need for a mating and what would you expect to pay for them?

For my surgical AI I used two straws and had a beautiful litter of 7 puppies.  As for cost it is like any stud fee depends on the dog being used, of course on top of the stud fee you will have fees associated with the shipping of the semen, my shipping costs were right at $400.  Then you add the costs for the progesterone testing of your female usually 2 - 4 times and the surgical fees.  Not every vet can do this so you will need to find one who does it.  The total cost for the AI I had done was close to $2,000.  It is not cheap but I felt it was well worth it.

I have inherited some frozen semen and I don't need it so thinking of offering it for sale, just no idea what to charge.  Do people normally pay per straw and what percentage of stud fee per straw?  Is 2 straws normally considered enough for one stud fee?

The normal amount is 4 straws and it is the same as whatever the dog's stud fee was, plus shipping. I know some use 7 straws, but to me that's overkill if the dog is known to have average or better furtility.

also the price could be higher than normal stud fee if the dog is deceased.
