It sure can, as some breeders prefer to breed back-to-back while the itch is young and healthy, and allow her an easy and early retirement. It's not my way but I guess that it is okay, because with each successive heat cycle a bitch's uterus beomes more scarred if she does not become pregnant, and this continual scarring can cause fertility problems or uterine cancer to develop.
I think that most who practice this do two (2) litters back-to-back, rest one approximately (1) year and then do the final two (2) litters back-to-back. I am sure there are those here who do this, and they can explain their reasoning better than me.

I know breeders that will breed back to back if the litter is small, say 5 or so pups, every six months. But will only allow one breeding a year if they are large litters, like this advertised female has been having.

This ad doesn't look like she's being retired, Bob. Oh well, I'm sure some idiot will think she's good for another 5 or 6 litters.
Just once, I'd like to see an ad:
For sale--A wonderful female. Gave everything of herself to me, and now I'd like to return the favor. She deserves her last few years living in a wonderful home, just being loved and cherished as a pet. $1.00 to the kindest person in the world.

Some breed 3 litters in 2 years. 2 in a row, skip 1 heat, 2 in a row and so-on. You can see the toll it takes on a middle age bitch. Some can take it better. She does not look to be in breeding shape now . I would give her 6 mos. to build up, then maybe 1 more litter.
