Why will UScA not accept a WDA scorebook and yet accept a WDA & GSDCA scorebook, when they hate GSDCA?

If one has a WDA scorebook with entries, how can one obtain a dual book?  Could one send in the WDA scorebook and have it stamped GSDCA?  Does one have to belong to GSDCA as well as WDA in order to obtain a dual book?

How does one find out where there is a SV region secretary in order to obtain a SV scorebook?  And does the pedigree have to be a 3 or 4 generation?
