If I understand correctly, if my undersatnding is not out-dated, SV only requires hip certification for breeding.
The hip stamp is just for hips, not elbow.
Is this correct or still correct?

You are not correct. The SV requires hips and elbows and the SV evaluates X-Rays for both and gives "a" normal for both hips and elbows. Attached is how an AKC pedigree is stamped when submitted to the SV with radiographs. (providing your dog passes a1 of course)
