Still early but go to the SV web site and follow the LGA trials.

I believe that entrants to the BSP are determined by Landesgruppe qualification trials yet to be conducted.
The Zeitung (SV magazine) contains trial announcements but not results.  You may want to contact the SV. via e-mail requesting the information you seek.

The SV regulates that all regions have to hold their qualifier trials (LGA - Landesgruppen-Ausscheidungsprüfung) in the month of August (not before). The results of the qualifier trials determine who can participate in the BSP.  Depending on the size of the region (the amount of members dictate it), the regions can send from 3 to 10 dogs.
Here is a copy of the current contingencies, as outlined in the SV Regulations for the BSP:
LG-participants:
Hbg./Schleswig-Holstein 6
Berlin-Brandenburg 5
Niedersachsen 5
Waterkant 5
Nordrheinland 10
Westfalen 8
Ostwestfalen-Lippe 5
Hessen-Süd 6
Hessen-Nord 5
Rheinland-Pfalz 6
Saarland 5
Baden 6
Württemberg 8
Bayern-Nord 7
Bayern-Süd 8
Thüringen 3
Sachsen 3
Sachsen-Anhalt 3
Mecklenburg/Vorpommern 3
+ 2 extra dogs from the hosting region
In addition to these dogs, the 10 first placements of the FCI National World Qualifier will be admitted and won't be counted towards their region's contingency. Also, the first three placements of the Juniors and Youths of the DJJM (German Youth and Junior Championships) are also qualified, provided they were awarded at least a SchH3 with overall SG-scores and TSB pronounced. The BSP-Sieger of the previous year can also be entered by his region in addition to their normal contingency, provided that he/she successfully qualifies and passes the region's LGA. The same is permitted for the World Champion of the WUSV of the previous year, provided that he resides in Germany.
So, the maximum amount of competiting teams could be 127!
It is up to the region who they nominate to represent them at the BSP among the LGA participants. The only thing that is regulated by the SV is that to be eligible the participants must have passed with either an overall score of V or SG and TSB pronounced.

I emphasized on the regions' individual freedom of decision on whom to send for a reason. Helmut Raiser won his region's LGA a few years ago (maybe 3? Time goes by so fast) but his region did not want to nominate him and send him to the BSP due to his controversy. He protested but to no avail. A few months later, he was expelled from the SV along with the other founding members of RSV-2000.
Normally, a region goes by placements though.
