There were no averages in the 1960's because the scoring scheme did not start until the 1970's. The average used to be around 18 then and has gone up to around 20 now. Where did you get the figure 30 from?

Your breeder is probably talking about the recommended maximum hip scores for breeding, originally the maximum scores were something like 35 for a bitch and 25 for a dog. The idea was to select mates with very low scores to compensate for higher scoring animals, but there is really no need to breed from animals with the higher hip scores these days, there are plenty of good ones with low scores and certainly no shortage of puppies available.

Fact is, even two low scoring dogs is no guarantee the pups will be ok. Your breeder may not be deliberately lying, just not up to date with what is acceptable. The way the score is made up can make a difference, I had a dog with a hip score of 10 which sounded very good, but most of it was subluxation which meant he had an unacceptably loose hip and thus he was not used for breeding.
Why do you want to breed your bitch anyway?
