I read that ecollars have been banned in Germany except for hunters and k9 handlers. Is this true?

They are banned in some states and were banned long ago, probably more than a year ago.

because of abuses or bad PR? How enforced is this?
I know the collar when used correctly can be a great tool, but it seems that is it often misused.

The e-collar, like a prong collar or other tools is exactly that....a good tool IF used appropriately and correctly. Unfortunately, many people do not know how to use it correctly or for what situations. How or whether the ban is being enforced in Germany is something I can not answer. Perhaps some of our German readers can tell us.
