What is the best Heartworm medication for my Rough Collie?

Interceptor supposedly causes less reactions in dogs with the mdr1 mutation. I can attest to this with my own dog - she shows no sign of neurological toxicity with Interceptor, but with other drugs she has drooled, etc. You can always get your dog tested for the mutation to see if you even need to worry about this.

there is a recall on interceptor any other options?

The level of ivermectin needed to be used as a preventative should still be (is supposed to be, according to some studies) below the level that causes toxicity symptoms. However, I still saw them in my dog...talk to your vet about using a lower dosage.
