Any vet who is allowed to take and submit xrays for the "a" stamp program in Germany is required to agree to send the xrays in no matter their opinion of the xrays. So, while I'm sure there are a few cases of poor-looking xrays not being submitted, I don't think it is common in Germany.

THAT is the problem with the "ZW" system, while only a select number of Vets are actually sanctioned by the SV to do "s-stamp", that doesn't mean
"Hans & Franz" can't take their young dog to another vet to do pre-lims, like we do here. You don't have to go to the SV authorized vet for that, only for "a-stamp".
Hence the numbers are skewed as Miro stated.

That is one nice thing about the SV pedigrees, littermates to sire/dam are listed along with any titles, a-stamp etc, coat color/type etc.
If those dogs have any of the aforementioned.

My current dog I got because of her A3 hip score. We know her breeders in Germany, and we wanted a puppy from her, but her hip score came back A3, while both of her parents are A1. Her breeders decided not to breed her at all, saying it was no longer acceptable in Germany to breed A3. They asked us if we wanted to have her, and their loss was our gain. She is a great dog, and now at almost 7, not a trace of HD.  But I have to admit, I don't want to buy a puppy with an A3 parent.
