My neighbor found this dog as a puppy last year near the indian reservation. She is about 12-14 months old. Weighs 29 lbs and is the height of maybe a beagle. What the heck is she? She looks like a miniature GSD or dutchie to me except she is dark sable. Her tongue is mostly blue with some pink on it.

Could be a Vastgotapet mix. Looks more Shepherd'ish to me though. Beautiful pup!

How big do dwarfs get? She sure looks shepherd doesn't she. Pretty girl.

No she's not a dwarf. They actually show very different characteristics to a 'normal' GSD. She's definitely GSD X. May be crossed with another small GSD X. Few mixes are first crosses, but the GSD features are certainly dominating. Don't know about the blue tongue though! Very nice little dog!

This dog is brindle pointed if that helps.

Whippets have brindle are are small...though if it is a whippet mix it would be a bit removed because there is no whippet features other than color. I have seen some pits that carry brindle.

Here's a list of dogs that commonly have either blue tongues or blue spots on the tongue: http://www.columbusdogconnection.com/BlackTongueDebate.htm I would guess that possibly this dog has some Australian cattle dog mixed in, as they are often brindle.

Sorry to say but the Australian Cattle Dog do not come in brindle
, Blue and red only.

Well they LOOK brindle to me! I guess the colours are actually blue and red merle? (If it were a horse, I'd call it roan.)
Regardless of the colour, I think they do resemble the above dog enough to be part of its ancestry:
