What is the most recognized registration for Dutch Shepherds from KNPV lines in the U.S. or is it common practice to accept hand written pedigrees and not register them at all?

from my experience you can contact UKC if you have the registered dog/parents though FCI or ??? and a 3 generation pedigree. But AKC does not register them.
You can still compete with them in SchH as a mix breed and you can also in in AKC if they are altered, fly ball is another, therapy dog and CGC also come to mind .

Thanks. yes I knew AKC did not recognize the dutch, and you can register them through both UKC AND CKC. A lot of dutches from Holland's KNPV lines do not go through the FCI registrations. My question is not if I can register them but which registration Club is the most recognized (respected or beneficial) for dutch shepherds

You can obtain a scorebook through Working Dutch Shepherd Association, a member club of AWDF. I may be mistaken, but I believe that the scorebook does not say "mixed" via the breed club.
