I think that this is the time the dog feels his new maturity and his first times testing the owners at this stage of development, well, the people suddenly realize the difference, that it is not in a puppy way. The unprepared or lazy or cheap response is the shelter.

Its mostly the economy I think. Two years ago most people were better off than they are now and the shelters and rescues had more resources. Very sad so many really fine dogs are ending up in kill shelters, never to be rescued or adopted, often only given a matter of hours before they're killed, while so many people are still trying to make all or part of their living producing more and more, and MORE, many of which will share the same fate.

In the UK a large proportion of dogs (of all breeds) are given up at the same age. I think largely as another poster said, they are in transition to adulthood. Add to that the fact that frequently little training (if any) has been done, and the result is an unruly (very large) dog, which they have no idea how to control. Nothing that some training doesn't easily resolve usually.

Shelley, I agree 100% about those breeders who breed commercially to 'make a living' off their dogs, when thousands are being destroyed. I am currently 'fostering' a 13 year old show line bitch, who cannot be kept by a breeder (for very good reasons), and after having her, have a feeling that I will be adopting more in the future! She's a real sweetheart.
