What is the difference between the. "All Breed (general forum)" listed under Forums, and "Post a message" listed under Options for registered users?

1. All Breed (general forum) listed under Forums is a link to a forum.
2. "Post a message" listed under Options for registered users is a link to post a new message in the general topics section (now all breeds) and has a certain address.
3. Going to the all breeds forum and hitting post a new message also is a link to a certain page but appears to be a page with a different address but the same content.
2&3 will not appear when logged out.
