I have no answers, but I do understand how badly this could go for people that are not abusing at all. I had the AC called on me a few years back when I was out with my dog playing with a stick. He was to the point where I wanted to see if he would hold a down or a sit if I faked throwing the stick.
The AC told me that they had a call that I was beating the dog with a stick. I was no where close to him, and was being goofy and doing head fakes and wiggling and faking throwing the stick.
You make this a felony, and it might have ended up where they would have taken my dog and had him evaluated by some AC "expert" ( you know, the same ones that test shelter dogs by sticking fake rubber hands in their dish while they are eating ) and then what ?
Someone else acts like they are going to hit him with a stick, they are going to get hurt. Then my dog has to be put down for this, and all because of "perception"
I understand that horrible things should be punished, but who is the driving force behind these laws ? There really are wack jobs that think that animals should run free and pet ownership should be abolished. They have been chipping away at laws for years and years. What they do is working.
The thought behind this is a good thought, but the actual application will be a disaster.
Another example of good idea, bad application.
Some years ago Patrick Roy was taken from his home for domestic violence. The only problem was there was no domestic violence occurring. He was mad about something and kicked a closet door and was yelling. The police showed up, and in domestic violence cases, based on the neighbor calling, he was taken to jail. Colorado law requires that someone is taken in.
The charges were dropped, and his wife told what happened, but basically, he was mad about something which had nothing to do with her, he wasn't mad at her, and she was not even in the room with him, and he was taken from his house.
This is what I see happening if these kinds of laws are passed. I might be a bit intense, and I use the f word a lot, but as an adjective and not at people, but I believe in God. These people will get their due.

How did the dog in your picture get matted like that so bad? That doesn't happen over night or in the course of a week or so....
