Looking for some help for a dog

Hello all. I was hoping someone might help.

A friend was chatting about this dog that is in L.A. California were she is working for a few days. She was able to get a picture. She has been unable to get any help for it on her own through traditional measures. Guess everyone is to damn busy out there. If anyone can help that would be great. Below is a picture and address. I live on the other side of the country or I would make an attempt. Here is the address:

Vialobos or Shorty?? both rescue pitbulls in LA area. It is hard to believe no one can come to her rescue. I would keep trying. Really sad to see. Best of luck Nan

My friend does not live there she was in the area for work for a few days. She was literally a "passer by" for a bit. She is unfamiliar with local rescues. What i meant about the "traditional means" was local authorities. If anyone can get in touch with anyone locally that would be great and I will contact the organization listed.

I emailed a woman I know who is actively involved in pit bull rescue in Indiana. Far from LA, I know, but I asked if she could recommend any groups and she sent me these:
