If he believes that the the appropriate solution/punishment to incessant barking, wonder what the solution/punishment could be for his astonishing stupidity and cruelty?? How sad
Unfortunately, my friend who works in animal control said she has seen an incredible increase in neglect, abandonment, and cruelty cases. The cruelty is rising to new levels of malevolence.
