Happens all the time. They are no different than the person who could do this:

Unfortunately, we see this all too often where people breed and breed and breed, and then dump the dog. I have had probably two dozen such dogs in the past when I was actively accepting dogs into my GSD rescue program. Lately, more often than not, breeders breed and breed in my area, and then when they are moving, dump all their bred-out dogs by calling all the rescues in the area to dump the dog. In my opinion, if you have a female you bred, you owe it to that dog to provide for that dog for the rest of its life. But many do not, including many who post here.

I can't tell you the number of worn out mill dogs who have come through the doors here is such appaling conditions you get physically ill handling them.  Then yes they are pregnant, fortunately for them it will be the last litter they ever have to have.

Yes Hodie, we have a breeder in my old area that bred and bred and bred dogs.  Bragged that she got 21 litters out of the 11 year old female she "retired" and gave to my friend so my friend "could know what a well bred GSD is like and therefore know what to look for in her upcoming K9".  D'oh (in Homer Simpson voice)

That's kinda not possible unless the dog was bred every 5 months from the time it was one year old.

I think it's great that they pulled her, and her former owner should pay for what they did to her. 

However, I have to wonder what they are thinking allowing a dog they describe as emaciated to nurse a litter?  Kind of makes this comment a "duh"

Despite 9 cups of food and unlimited daily snacks, the frail dog is not gaining weight.

I think when one of my girls is nursing a litter they eat more than 9 cups of food a day, and they started out in a healthy weight, usually a little "thick" so they have something to loose if the calorie input doesn't keep up with the calorie output.

The New Beginnings Shepherd Rescue is doing everything that they can for Hope - loving her, feeding her, and tending to her malnourished body.

What they could be doing for her is bottle feeding the pups, or finding a foster mom for them.  If they really are worried taking the pups away will cause her to loose her will to survive, put most of them on a foster and let her keep 2.  But bottle feed those two.

Duderino, unfortunately, this dog was bred from her first heat and never not bred until she turned 11 yrs old.  The owner/breeder was known for questionable behavior.  Person in question falsified papers for some pups that resulted from using a male dog that was being boarded with this person without the knowledge of the owner.  The owner found out and this person lost AKC membership (the dog used was a German import with Schutzhund III titles and was pretty incredible dog, and looked awesome as well). 

Sad to say, what some people do in the doggie world doesn't surprise me, just saddens me.  Then there are those others that do great things and make me glad they are out there to keep things moving forward in a positive direction.

Uuugghhh...that is indeed a gut-wrenching story. Sadly, this isn't an isolated case. This happens from coast to coast, country to country, and breed to breed. What I say, is that these people aren't "breeders"...these are "dog abusers". This is abuse. No other word/definition is applicable.

Unfortunately, there isn't much in the way of animal rights when it comes to breeding. There IS no legislation, in regulating dog breeding. {I know...I'll catch alot of hell on that statement....who wants gov't involvement in dog breeding}? BUT....for those with nefarious intent....it should be CRIMINAL!!! Sorry, I have nothing against good breeders (and I have a list of criteria that is bestowed a good breeder). However sadly, most people don't do the amount of research that dog people do. They see a cute puppy (and viewing the bitch isn't even a consideration). Emotional purchases don't = intellectual purchases. Most people who hawk dogs online (with NO waiting list) are vultures. Good breeders breed on a demand basis, and have a waiting list.

 It is like a form of abuse like kacey said.  It isn't healthy for a female dog to have two litters a year, much less two litters a year for years in a row!
