I understand that this shelter is in Alaska.  Alaska is one of the United States' 50 States has been for a very long time.

I just don't understand! Unless he is in a remote location how can no one know? Vets? Vet bills? Food? Dog food? Barking/noise? Noise complaints/police? People who have supposedly bought dogs would have seen the situation? No one is saying anything??? Didn't just happen overnight............
