Can a German Shepherd that is accostum to being outside, that has an Igloo Dog House loaded with straw, has fresh water, and feed twice a day tolerate the cold northeast weather?

I know many people who keept their dogs outside humanely. A GSD has a double coat for all around weather, it's amazing how thick it can get! whenever you brush your gsd a clumps of dead hair come out, hold it in your hand for just a few minutes, your palm will begin to sweat! and thats only dead hair that was loose..now imagine a think two layer coat! :)
although i still prefer for dogs to be inside with their pack, but its everyones preference.

What about in summer ? If its Dallas or Atlanta kind of temperatures ? I heard that the coat gets messy ?

I dont know about the northeast but down here in Texas (San Antonio) it has been in the 30's and my GSD sits in the middle of the yard like she is enjoying the weather not curled up or anything. In the summer she is ok runs around playing but when it exceeds 100 then she is ok with being inside. Normally if I bring her in she goes to the door and wants to get outside. She still had lots of energy during the 100 above degrees during the summer but I have to watch her so she doesnt over-exert herself. This summer she shedded alot of hair but not as much once I changed her food.
