Unfortunatley, if the department doesn't like the officer then the dog is theirs. Politics and the buddy system at it's finest. I can say this because I have seen it first hand.

To goverment these dogs are property. Sounds like the handler is really trying everything if he offered to pay 6900.00. The fact that they refused the money show the handler is not liked.
