From the AP:

GENEVA -- A Swiss village has found a drastic way to compel dog holders to pay their pet's annual tax: cough up, or the dog gets it.
Reconvilier - population 2,245 humans, 280 dogs - plans to put Fido on notice if its owner doesn't pay the annual $50 tax.
Local official Pierre-Alain Nemitz said the move is part of an effort to reclaim hundreds of thousands of dollars in unpaid taxes.
He says a law from 1904 allows the village to kill dogs if its owner does not pay the canine charge.
Nemitz told the AP on Monday that authorities have received death threats since news of the plan got out.
"This isn't about a mass execution of dogs," Nemitz said.
"It's meant to put pressure on people who don't cooperate."

Maybe they should put Pressure on the Authorities...and...Put a Gun to their heads and say...Now Change Your Thinking or we'll put more pressure on you...

No cat tax? Bummer ---LOL
Do they shoot everyone in the family if you don't pay your real estate taxes or just pick you off one at a time until you sign the check?

Or just pay the $50 and keep the dog.

You assume that the elderly have an extra $50 beyond the care they give the dog... why should it be harder for them than it already is??  it's PROVEN that owning a pet adds years to a person's life. Especially in regards to survivership of the death of a spouse in the elderly.

I guess don't own a dog if you can't afford one.

We have a Dog tax in the US, you pay your town/city/county a yearly Dog License don't you? Granted it's not $50 but all in all, it is a tax on your property which happens to be a dog (which is considered property in most states).
