if a gsd gets a poor hip xray because of bad procedure and ofa gives a poor rating, can you get the xrays redone and resubmit to ofa?

Just send it in along with the application and fee. I think there is now a spot on the application that asks if the dog has been evaluated before. You should check "yes". They don't care how many times you send in the xray of the same dog as long as you include the fee each time.
OFA usually screens out the poor quality films and returns them asking for another. Did they say the film was poor quality or is that why you think the dog didn't get a number? In my experience, if OFA says your dog is no worse that mildly dysplastic, then you might get a number with another film. If the dog is rated moderate or severe, the odds are there is degenerative joint disease and another xray is not going to make any difference, the dog will not get a number.
Good luck. Been there, done that. I know how it feels.
