I think this thread should read "Lady teaches owners a lesson for letting an 8 month old chihuahua puppy play in the road unattended"
I could feel some empathy for the owners if their dog had escaped ... but it's a Chihuahua is practically an obligatory house dog they don't typically digg under the door into the foundation to escape out into the world... but hey maybe it escaped out the back yard during a potty break?
I'm not for anyone stealing someones dog, however it could have been worse if she had left it on the street I'm amazed the dog was okay after getting hit by a car, and at least she didn't take it to the shelter.

I was up in the air about my opionion. Not like she intentially did something cruel. Not sure you can say she stole it. There might be reason the cops got the dog not the orig. owner. The lady have felt the owners neglect lead to her hitting the dog. I have considered taking action if someone lets there dog roam and I hit it on accident. Who would be at fault? And why me? just food for thoughts

She obviously wasn't interested in keeping the puppy. The owner does not seem too concerned if she let's such a small (or any) dog run loose.

Evidently the puppy wasn't hurt bad enough to take it to a veterinarian????

Many years ago... (30+) my then husband was driving down the road when a medium sized poodle appeared running along the edge of the highway dragging 12' of chain which was badly matted into his coat. He picked the poor thing up and brought it home, we went to a friend who was a groomer (it was new Years day) and interupted their celebration. She and a 2nd groomer worked for almost 2 hours to clip him down and free the chain from him, the matted fecal mats from his butt, cleaned the infected ears and such... We then called the local Dog Warden and advised her as to where we found him, and the condition... As his owners didn't call within the 7 day waiting period we were given permission to rehome him.
I'd bet that this woman's thoughts were along the same as mine and many people who have posted that a Chi puppy shouldn't be outdoors running the street. The error she made is in not reporting and turning over the dog to animal control for the waiting period. Well intentioned, but not legal most likely... hope that she gets a judge who loves dogs and understands.
