We have moderators now, who are working very diligently and doing a good job. I don't think the abuse button is really needed. Why don't you PM your conccerns to one of the moderators if you find a post offensive or have questions?

The abuse button is only disabled. Oli must want that option to be available at his fingertips. Nothing broken about it.
