And when the whole story comes to light, it will probably be a matter of the owner trying to seperate her little dog from the big dog attacking it, breaking up dog fights is very dangerous!

I do sympathize with this woman, having been seriously dog bitten myself. Animal bites are very painful and highly prone to infection, and a dog like this who would attack for no good reason does put the liability of having done so squarely on the shoulders of it's owners, when he is running around uncontrolled where innocent people are walking about.
I can only imagine how terrified her daughter must have been, watching all of this unfold in front of her eyes... I can guarantee that neither of them will be able to forget that vision, which will play in their head like a video for months to come.
But I agree...she does say all the right things to set up that guarantee of a future payout.

Education is vital in preventing dog attacks, because at the end of the day there will always be some irresponsible muppet that can't, won't or just can't be bothered to control their dog.
