Sounds you are in need of basic obedience training. Contact a club in your area. I'm sure there are knowledgable trainer who can help you.

why is she off leash if she wont even come when called?
you may need more training than she does
did you ever get your answer if "out of control"is ok?
you may be in for a rough ride

Just hit them with a boat oar,,,,,,,works great on your dog, wouldn't do it on my dog but it's okay for yours.  Oh, there is always the "schutzhund soccer style kick".

You might not want to let your dog off leash if you don't have control in the first place. . Maybe work on getting obedience and a bit of control then work on the "out" Just a thought

If she is aggressive it begs the question of 'why' is she aggressive.  Often it is a perception issue.  And i have found that corrections of any sort do not fix the problem if that is the case.  To change the dogs perception you would need to go through the 'stand for examination' training for a period of weeks/month and getting her de-conditioned to being around people, approached by people, touched and fondled by people.  Until the dog no longer views people as a threat on the street(unless they are Michael Myers with an axe coming at you).  Of course corrections are sometimes used in the stand for exam training program but they are not the answer in the big picture but only an answer in the small picture.

had a trainer in my area tell me to use a 2 tennis ball/kong approach.  throw one ball, if she brings it back and gives it, throw the other. she has to drop the first one to get the second.  and if she isn't coming back, attach a long line to her, you can find clothesline in 100ft sections cheaply.  just ties knots along the length so you don't burn your hands. She would get NOTHING, no food, no water, no play, unless she worked for it.
