First anyone know of some of the top breeding working kennels in West Germany that try to stay with just west german lines,and is it cheaper to fly there and fly back with a pup or 2, or is it cheaper to just get the pup flown back to america one way without the person being on the flight?,I do not want names of show dog kennels, only WORKING.

Have a look at Geefacker kennels some very serious dogs come from these lines which are very old lines. I would also recomend Vom Cap Arkona Kennels, good luck in your search both kennels have fantastic dogs.

You can try Staatsmacht kennel. They are from Germany and just move to USA. If there is no puppies available now, they could help you to get one.
Use Google search to find "Staatsmacht Zwinger ".

LOL Jdiaz thats funny . 30 years ago there where DDR dogs but none today they small gene pool are not from DDR working lines. The results of top working trails are German and Belgium lines it seems. Hell the Belgiums may be breeding the best working dogs today. Look at all the police dogs, those that are not Malinois are mostly German dogs with no DDR blood. I love the old DDR line dogs and what they where , bit you will not find it today...maybe 1 here and there but for the most part no way.

Those durn Belgians ;). 
I guess they just have a clue. I was recently debating getting another Beauceron, probably an import. I called one of my buddies who has one of those very organized database brains and can recall kennels, pedigrees, trial results, whatever from memory. I know she's not been breeding for awhile (personal health issues) but knew she'd still be in the loop. She told me the only breeders she'd buy from if she were importing now would be the Belgians. 
I ended up putting a deposit on a GSD pup instead.

That is a tough question to answer but i would suggest this. If you are talking strictly IPO performance i would look at the results of the last 10 wusv and see which kennel name shows up the most. Not the winners but also the losers. Just getting there is a nice nice feat. that should show you which kennel are consistent.

I would , if I were to buy again , but retired now,  buy any and all my gsd from Larry. I owe him my lifes work..He sold me the daughter of Cadette v BuseckerSchloss many years ago and a son of one of his Fluss Tal breedings and he has imported for 28 yrs from the same people and he is only working and police quality Imports and  you will never be sorry.

Greg Mominee also can direct you..He is posted today on topic..Razer...his Bomber son......Greg imported Orthos v Tiekerhook first of that line to the USA many years ago and I was blessed to have an Orthos son out of Furstenburg and bred to three of my females to further  my lines...HE does not buy that line now and will be happy to explain why and help you in an honest and wholesome conversation as to where to call .
