All German Shepherds should be working dogs(as the breed was intended) with a proper working structure. The problem is when structure becomes extreme or detracts from the breed purpose.
Of course then the next question is what should the test be for proper working structure to be examined under... as also the proper working drives and temperament.

This split into working/showline as in work good/ look good is silly anyway.
As Bob said, all GSD's have to be able to do both, no matter what line. If you breed according to 100 year old standards you need health, work and show ratings to get a breed survey, which entitles you to breed within SV regulations. Other clubs that accept other breeding standards or don't think it's important to test health, work and show ratings should call their breed a different name.
But thats just my opinion....

Everyone knows ( or at least should know) that titles don't make the dog, but simply offer a way to evaluate and prove that the dog that you own/ are breeding can do the things the breed is meant to do. This system of course has many flaws.
IMHO everyone ( pet, working, show) should be training their dogs to be effective members in society.
It would be awesome if more people aimed to title their dogs, simply because it would mean that more people would be out working with their dogs instead of letting them rot in the backyard or kennel with minimal interaction.
NDM ... the working/show line divide shouldn't exist.... Anybody who is dedicated to furthering/maintaining the breed should not be breeding for roach backs or extreme tempermeants . I think most active members on this forum prefer workingline dogs because they are typically closer to what the breed was meant to be.
There is nothing wrong with having a "pretty" dog but lets face it half of these showlines aren't pretty. And many of them are disfigured in one way or another as a result of extreme kennel blindness.
Either way it's better to evalutate dogs on a case by case bases you can easily get an inappropriate dog from either line.

People differ in abilities and available resources, all have the right to own a dog, a breeder is required to show, title.. etc his dogs but an ordinary person is not. If he does show and title his dog that would be great but it is not a sin if he doesn't. All should keep their dogs well taken care of in regards to health and food and where possible provide the dog a job (role) in his life.
Working and show members, breeders, trainers, helpers, researchers .. contribute to the breed, no one is better than the other in my eye.
