Just wondering if it was just me or if the PDB was down today. I've been trying to get on since about 10:00 this morning.

I upgraded the database last week. something wasn't behaving right. The database complained about maximum connections and didn't let any new sessions in. must be a bug in the new version. It was never a problem before., I did a quick fix and I am trying to find out what went wrong.
