Hamad,

Did you buy a dog and pay for it and then did not receive it?
What does the breeder say in this regard?
Who is this breeder?
Please give more information so we understand what is going on here.

Hamad,

I am sure some friends on this forum who know more about this breeder, know more about how a money transfer works out will step forward and help you with a genuine advice. I can begin with you asking the breeder to send you copy of the money transfer-back he claims he transferred back to you. I will also look for more information, I understand that the breeder is from Serbia, correct?

Hamad;

As Ibrahim Suggested, you better ask him to send you a copy of the bank transfer proving that he sent you back your money otherwise I suggest that you send a complaint against him to the Serbian kennel club or whatever approved party responsible for the GSD union / federation in Serbia. Your complaint should be supported with all documentary evidence & correspondences proving that you sent the money at the first place & that he failed to send it back to you.

I always say when one plans importing a puppy or dog the first thing he/she should look for is a trustworthy breeder before searching the bloodline, dog etc. In the past few years I imported few puppies and young dogs from Czech and Germany where I know breeders I can trust with my money and to provide quality GSDs both working and show bloodlines. I know several breeders also in the States, though I did not buy from but I am sure I can trust as much as the Czech and German. I also know a breeder in Lebanon I do trust. I am sure Tarek who is a reliable smart person knows of a few such breeders too.
Anyone especially from the Middle East who needs help in regards to recommended breeders in Germany, Czech and U.S.A here is my e mail:
iabulaban@hotmail.com

Feel free to contact me and I can suggest you good reliable breeders, for free as I am not a trader, just a GSD enthusiast who hates to see some one fooled by a fraud.

Hamad;

Once I was cheated by a German breeder namely Frank Borowski & his wife Manuela Borowski whom I understood later that they are both criminals & they stole money & dogs from different foreign buyers & / or other German breeders. I reported the incident & I sent all supporting documents evidencing the fraud to the German police via a friend of mine who is married to a German lady. After the police studied the documents & made sure that my claim is a tangible one, they chased him & caught him. He promised to send them to send me back the money on a certain date which he did not so far. However he is still escaping from the police & he is never back home.  So if you do not get back your money you can also report to the Serbian police.

Hamad;

You can also pay a visit to the Serbian Embassy in Kuwait, they do help.

If you are waiting 2 months, then the money was never returned. That is just a simple fact, I don't think the bank would do such a thing to you because it is illegal.
I suggest at this point to make a criminal complaint with your state police. Then tell them you want the money back. At least you will have documentation started, this is a long time to wait, I would not of been so kind to wait for 2 months. I do hope you get your money back.
I don't deal with dishonest sellers as well. It only takes being burned once to learn the lesson. So I can understand your frustration.
good luck Sir.
