CFA ACTION ALERT

To all California cat fanciers and breeders;
BRIEF SUMMATION: California Senate Bill 250 mandates sterilization of most
dogs and all outdoor cats in California. This could negatively impact feral
cat caretakers who are trying to fix the problem. It also mandates
sterilization of owned cats if found in violation of the bill's provisions,
if impounded, or if found at large. It requires anyone who sells or places
an unsterilized cat to notify the local government, if the jurisdiction
licenses cats, and provide specified information about the new owner.
CURRENT STATUS: The bill has ALREADY passed the California Senate and had
been placed in the "inactive file" in the Assembly since last year. As the
California legislature nears adjournment is has been take from the inactive
file and is about to be heard by the California Assembly. If passed it
would go back to the Senate for concurrence in the amendments and then on to
the Governor for signature. We have reviewed the draft amendments and they
do not make substantive changes or remove the objections. IMMEDIATE ACTION
IS NEEDED.
IF YOU WROTE IN OPPOSITION TO SB 250 BEFORE YOU NEED TO WRITE AGAIN. THE
BILL IS NOW IN THE ASSEMBLY AND YOU NEED TO WRITE TO THE ASSEMBLY MEMBERS
AND TO YOUR STATE SENATOR AND TO THE GOVERNOR.

ACTION TO TAKE:
ORGANIZATIONS/INDIVIDUALS (clubs, rescue groups, etc.) must call, fax or
e-mail your State Assembly representative and your State Senator. There is
little time so send your opposition letters immediately.
Now is the time to begin writing to Governor Arnold Schwarzenegger urging
that he oppose, and if necessary VETO SB 250.
(1) Please also write your own representative and as many others as you can
to express your opposition. Note that the recent amendments do nothing to
change the objections to the bill. It is bad law and you urge a vote NO.
2) Reference the title - " Re: OPPOSE SB 250 as amended August 2010
3) Begin your fax, e-mail or phone call by stating that you and/or your
club (state name) is OPPOSED to SB 250 as amended August 2010. If you are
an out of state breed clubs with members in California, please be sure to
note that fact.
4) Please focus your concerns on the failure of the recent amendments to
correct the many problems with the bill. SB 250 is still an unfunded
mandate on local government.
PLEASE REMEMBER: The California Department of Finance "...is opposed to
this measure because it would increase costs..." Their analysis notes that:
"Given the current economic climate, requiring the owners of dogs and cats
to pay for sterilization procedures would result in more animals being
abandoned or surrendered because of the owners' inability to finance the
sterilization procedure and pay additional fines."
