What exactly determines the price for dogs these days? I am very confused about what makes a liver long hair pet worth this amount of money. This is an honest question, not a bash.... I REALLY would like to know.

It's not worth that to me, but there may be someone out there that likes that look.  On the other hand, you can ask whatever amount you like, but that doesn't mean you will get it.

Very simple, like any other commodity.

The market determines the price.

Red Sable said she wouldn't pay that amount, if most people wouldn't then the price usually drops.

If they sell them in a week and others are inquiring it will probably go up.
