You got took...plain and simple...buyer beware, sorry not much we can do to help you....you won't get your papers or a stable dog. She needs major rehabilitaion training.

If this is for real, I feel sorry for you - I would have never thought that someone who's Dad was a K-9 LEO could be so easy tricked.
But back to your question, on what to do - this sounds harsh, pts her. Seizures, snapping (biting), not recognizing you for over an hour - do yourself & your dog a favour.
Sadly enough you came to this board after the fact you got taken, next time you consider a dog, ask BEFORE you buy one, and do your homework first.

Your dog is a mess, medically and the poor thing needs to be put out of her misery...... has she been checked medically because you know, seizures are not normal and usually indicate a pretty severe problem either in the brain or liver or outside source (poison)
I suppose you have no address for the unthinking scum who sold you this dog ....

So sorry for you and your girl. Take this to heart as a life lesson and learn well from it. This dog has issues, BIG issues. That lowlife took advantage of you and dumped this abused animal on you and screwed you out of $400.00. The kindest thing you can do for her is put her down. She is going to hurt you badly someday or someone else and you will be liable. I don't think you are capable of rehabilitating her and I am truly sorry to have to say so. This is a recipe for disaster. If you can't put her down take her to a rescue in your area that can evaluate her and let them deal with her. Maybe they can get through to her and if not then they can make the decision to put her down. It sounds to me as if she may have a brain tumor but I'm no vet. You cannot "love" her out of it. Pick one of her good days, have a play day, lots of treats and cuddles and if possible, have a female vet come to your house and put her down. The best way to show her you love her is to hold her as you let her go, pet her and tell her she is a good girl and say goodbye.
