They were PLAYING!

The LEO needs to be held accountable for having such a shitty kennel that a little wind "twisted" it.  WTF was it made out of, aluminum foil?

If the boys were playing and the dog escaped on his own, I'd say the right thing was done here.  I remember when this happend and I also questioned the boys' intent and motives, but if they all told the same story, I'd say they're probably telling the truth.  Very sad though.

To quote the Attorney General:  “It was just a horrible set of events,”

We can't assume the kennel was a peice of crap, just as we can't assume the boys brought this upon themselves.   To assume that human beings can prevent all accidents with animals 100% of the time is folly, sometimes shit happens that we cannot control or anticipate.

These winds had lifted Yoris’ kennel and twisted it so that the kennel door was slightly ajar and Yoris was able to squeeze out. Clark said the evidence also shows that neither the boys nor anyone else had let Yoris out of his kennel."

Sounds pretty cut and dried to me.
I have lived in the Columbia River Gorge and now live tornado country,  and NONE of my kennels ever "twisted open."
