I know this is only easing the symptoms but rather than vaseline, I use Pulvex veterinary ointment for stuff like this.

I use Vitamin E oil. If you have a local CVS around they sell the Vitamin E in liquid form in a bottle. I use vitamin E for cuts scraps hair loss from a scar and has had nothing but great success using it. I also give a lil bit to some of my dogs that may have dry brittle coats or even my bitches that are blowing coat due to being in heat. Be careful as to giving it to them orally cause to much could be harmful thats why they dont get it everyday only if needed and in tiny doses. It may not cure your problem but may keep it moist. In my opinion Viatamin E Oil is always something good to keep around.

I've always thought my dog's dry and cracking nose and pads were due to my dry climate and high altitude. Huh...maybe I was wrong. Anyway, I've had decent success using Bag Balm.

I have a GSD female with this problem. She has nasal allergies to pollens. I tried all sorts of creams and gels on her nose. The thing that cleared it up was an antihistamine to deal with her allergies. Her nose healed up within a few weeks of giving her regular doses of antihistamines (Benadryl). My vet recommended I try them almost as a last resort and it worked. I can't say it will work for anyone else, but if your dog has nasal allergies it could work.

Do NOT use chlorpheneramine (Chlor-Tabs) as an antihistamine. While it doesn't make dogs sleepy and they can take it, it can cause immune mediated hemolytic anemia, a very serious and often lethal condition. It's a rare side effect of the drug and is listed among the rare side effects in medical literature, but why take chances when you don't have to.
