Presumably, you are looking for working lines because you want to train and title the pup?  If so, Paul points out a very good point:  the breeder should be someone ACTIVELY training and titling dogs, AND dogs of their own breeding (including sired by their dogs).  Especially telling is whether OTHERS in the area are training and titling dogs of their breeding, and not just in their club, but in other clubs, as well.   If no one else is training and titling the breeders dogs in sch clubs in the same area, there must be a reason and one that would lead you to move on from that breeder.
