Of course! SG and higher structural rating are eligible for KKL1 if the dog meets all other requirements for it!

Yes.  And some can even be V-KKl-1.

In my first years in the sport I have a G KKL1 (life) female.  I didn't know at the time I could reshow her and get a higher rating.

Silbersee

According to several SV judges I have talked to, it is not that hard to get a KKL1 on a well structured workingline dog. But it is difficult to get a V-rating in the show ring.
So, we pride ourselves to only own workinglines with KKL1 and V-rating.
Our two homebred brother-sister team are:
V-Onyx vom Silbersee, SchH3 KKL1a (V-4 a couple of weeks ago, he was the only workingline shown and beat two showline dogs) www.working-dog.eu/dogs-details/185008/Onyx-vom-Silbersee 
V-Olympia vom Silbersee, SchH2 KKL1a (V-16 out of 24 dogs in Germany in a highly competitive class with VA-females, and she too beat a couple of showlines) www.working-dog.eu/dogs-details/185009/Olympia-vom-Silbersee 
I attribute all that to their beautiful mother V-Chuckie vom Schloss Laer who produces V-rated dogs in every litter.
I strongly believe that you can achieve that by looking at anatomy and I intend to prove it with my next generation. Olympia is in season right now and will be bred in Germany to a V-rated workingline male before coming home to continue her mother's tradition.
