When you handle this area does it feel like it is broken in little pieces, or is there just a swelling in the area?

Your dog may just have an abscess or a cyst. One of my bitches had a cyst in the exact same place.

I have a male who injured his tail in an identical manner. I examined it and found nothing broken or tender, so I let it heal naturally. I think a ligament may be damaged, and those take many weeks to heal. His tail carry recovered completely within about four (4) weeks.
Your veterinarian can make a quick radiographic examination of the tail and give you a better answer. If it is broken it can be splinted, but only the veterinarian can tell you.
Good Luck!

The reason I asked is that there about the area your dog's tail is swollen there is something that usually labs get - it is called cold tail. Have seen in other breeds also. Was you dog warm from working and went swimming in cold water or going from warm area to a cold area? Can be painful at times too. Maybe an abscess, have your vet check it out.
