and it has to be in the us..maybe even arizona???

Dry Skin, could be food related, or dry skin try some omega.

There are many national parks and even some really nice municipal parks  where your dog can accompany you on leash, just google it.  Hiking and walking with your dogs in these magnificent  spaces is good for your soul, your dogs soul and the bond between you.  Just remember to pick up after your dog because nothing gets dogs banished from beautiful places faster than leaving crap mementos  behind.

If you are asking about the odd perversions known as the municipal  "off leash"  parks, those are designed to make  anthropomorphizing  humans feel good, not so much their poor dogs.
