Yes, it's called cleft palate. I'll give you a link to information from people who do not put to sleep such puppies. No comments from me as to whether or not this is a good idea or not; I'm just providing information since you asked.

Sorry the pics not clear but it was the only pic i was sent. The guy is doing everything he can to help the puppy and he's tube feeding it. Is there anything the guy can do for the pup to save it or is it best to have it PTS
BTW it's not my dog or litter and The breeder is not a BYB

Hmmm. Looks like a CP to me. Why do you say it is not? Don't confuse cleft palate with harelip.
A CP can be all different levels of severity, from a small hole to a complete lack of fusion. Also, it can just be soft tissue or all the way a cleft of the bony structure.
Hey, birth defects can happen to ANYONE - hobby breeder, BYB, most-carefully-researched-and-bred-litter - ANYONE. It's nature. Sometimes you can take the best of care and something unpleasant just crops up. It's not necessarily a poor reflection on anyone.

I give my breeding females folic acid during pregnancy and for several weeks thereafter. Folic acid is cheap and is said to prevent cleft palate or at least improve the odds that it won't happen.
