I have noticed that some breeders state that they treat there 5 wk. old puppies with albon for 21 days in a row, is this done as a preventative ?

Yes It is
When I have a litter I start at 3 wks for 10 days . I also Give it to my Female for 10 days before I breed her, just to make sure there is no Bacteria in her Body. Never had sick pups.

Yes, it is a preventative for Cocci and is very safe...It is a sulfa drug and done in a suspension from Merck...I use it on all my litters and have never had any sick pups nor home with the intestional problems...
It is safe for a pg bitch also..
I send home a syrynge of it for the new owner incase the pup has eaten poop or the water change give a prompt upset....it is safe and usable and does the job..
I have my vet order it in the jar already in suspension ready to use...I do not use the other that has to be mixed and me guess how much or do it wrong...Also pups like the yellow banana like flavor in the Albon suspension....They do not spit it out and love to lick it and swallow with no hasstle...I have no patience for fighting a pup to be treated..nor have time for cleaning up spit ....lol
I do a 10 day regiment and never have to repeat it....
I never have pups left after 9 weeks old to worry about...if needed you could if you have a need .in a few months if dogs show signs of diahrea from dirt or eating of the siblings poop....

I use Baycox 5% solution. One dose. Great product, just not approved in the US.. The Albon company would get mad and go out of business if it was...
