When I think of a puppy mill, I envision dogs locked in small cages and overall poor living conditions, being bred one heat after the other, with no regard to health or quality, having minimal human contact and no socialization. Yet, it seems there are some breeders and/or kennels that may keep their dogs in larger kennels and they may be titled and have certified hips and elbows, but they still breed one heat after the other and rarely interact with their dogs- the dogs are simply breeding machines, so to speak. This seems almost as cruel. Where is the line drawn when it comes to the puppy mills that are being shut down- how do you identify? I am just curious.

Good topic.  I see where your coming from.  I don't think a female should be bred every heat cycle.  Maybe once a year or every other year.  I notice some breeders seem to depend on their breedings as a financial support....and it shouldn't be that way if they are so called trying to better the breed.
