A regular choke chain works well or even a slip nylon leash collar combo!
As far as the socializing goes just start taking her out with you. Small walks and then build up to bigger ones adding in more and more distractions. Just takes time and repitition. There is no secret to it just time and patience. Should have really been already done from day one, so you are going to have some issues now, but nothing that some time and patience will not fix.

It snaps on so you can size it correctly. You can also take out links easily if you need to tighten the collar. To fit correctly, the collar needs to be snug and must be placed high on the neck. If it fits correctly, it shouldn't slide back down the neck. There are some websites out there that show exactly where to place the collar. Google "prong collar placement".

Properly used prongs are fine but here you have an unsocilaized dog who is probably going to inadvertently get corrected for lunging at other dogs or people because of the prong. So you should make sure you teach her to walk nicely in an area you are sure is clear of other distractions, and do your socializing slowly with a flat collar, JMO.
You could wind up in the situation where your dog is going to associate an unpleasant correction with other dogs which will escalate any possible agression [which is very plausible for a 2 year old female] - It probably would do to get some help depending on how much socialization she needs because you need to really be able to read the dogs body language and slowly decrease the size of her comfort zone and depending on how much, positive motivational methods do help for this, though at some point corrections are in order [once again, timing and being able to read the dog]
If you get a prong, I would recommend mail ordering a good Herm Springer, no quick release any day over one you get at Petsmart - no big difference in price but a much nicer collar. And always use a back up collar.
