They are dealing with avian flu and have had to kill thousands and thousands of birds. Dogs as pets were disallowed until a few years ago. The mind set of that culture likely differs significantly from ours. Many Asian cultures eat dog meat. I'm betting, as they are virtually ALL new dog owners, they may not have even thought of vaccinations.
