How do I teach my 16 week old GSD puppy to listen to my command when he is distracted or busy chewing/eating/etc

You must do a little at a time...and only when you can get your puppy's attention...Use food or a toy...

In my humble opinion the best thing is to remove the pup from a busy/distractive area and eliminate any food other than what you have in a pocket our waiste pouch. Clickers are a Great tool. When the pup looks at you click the clicker and then give him a treat. You can follow that up with a verbal command (watch or look) so he eventually knows to look at you.
Example: Tell the pup to sit, hold a treat over his nose & bring it up & to his back, he will sit, click and give him a treat.
After the pup has learned commands and obey's you can slowly add distractions, etc. into the mix. As long as he stays focused on you, good to go. Once you losse his focus, go back to no distractions.
There is a lot of stuff on line. I think a big safety item is to teach the pup to come/heir. You are in another room and call the pup by name at first, he comes & finds you, click & reward (I use this to help teach their name and then say good heir when they get to me) or do the same thing EXCEPT call the pup with your come/heir command and click reward when he finds you.
You can use this with any command. Platz/down take food down to the ground, don't reward until he lays down, click and reward. You can use a verbal reward like yes or good instead of a clicker. The clicker is better to me because it always sounds the same. No deflection in your voice.
