 I am a professional counselor by education with a second degree in nursing. In my younger days, I was in the Army Reserves as a Registered Nurse. I would like to utilize my education from home by providing online counseling to other military personnel returning from the Middle East. So many return with PTSD and face major changes in their personal lives. Counseling is not often paid for by insurance; if insurance does cover some sessions, it is often not long enough to make a difference. I want to offer counseling for free or at a greatly reduced fee to cover my expenses. 

Does anyone have any input in where to start such a project? I know nothing about setting about a web page, how to get it established so it can be found by a search engine, how to link paypal, or maybe a chat room connected to the web page.

You enter search words and phrases into the HTML of your web page and register with search engines I believe.
Pay pal probably offers a link logo and the code to put into your web page for the link.    Things change very quickly and I haven't done any web pages in more than a few years.
Many providers offer templates for web pages on their sites. 
You sure your qualified to counsel these folks?   This would be a big responsibility.
You might contact the VA or volunteer at the closest VA hospital for a start.   Check other on line sites.

I have experience counseling vets myself. Aside from accessing a certain population and the challenges of doing so, you might want to consider legal and liability issues, especially when it concerns licensure across states. I don't know whether you practice as an LPC, or LCSW, or Ph.D./Psy.D., but you might want to lok at some legal issues about doing something like this if you have not already.

Doing counseling on-line is something that is still controversial but can be an advantage for bringing out some people who may be reluctant to get into a conventional therapy situation. I would be very interested to see you find success in this as vets are in dire need of services and support. You might want to start out by going where vets go. There may be blogs or chat rooms that vets might gravitate toward. Present your idea directly and see what kind of a reaction you get. Maybe vets themselves can direct you to more on-line resources where they themselves feel welcome and safe.

I myself have used animal-assited therapy. I have vets work with GSDs as a way of getting them out of themselves as well as for the healing relationships with dogs. By making the dogs the center of the attention, it takes some of the discomfort from it being a conventional "psychotherapy." A lot of the treatment involves such things as supporting affect regulation, staying grounded (SOS) during periods of dissociation (flashbacks, etc.), hypervigilance, trust issues, and more. A lot of them get to feel that their K-9 partners "have their backs" and it helps them relax and feel safe. I could go on.
