What are the long term negative effects of a 10 month old male pup being raised with his mother?  What will happen when he is separated from his mother after all this time?

According to the owner he has been well socialized.

Then the transition should not be a problem.
Lots of  bonding and start your own training right away.

Moons, thanks for your input.  I failed to mention that I have a spayed female at home. Since he was raised with his mother will he more inclined to focus on my female rather than me? I'm assuming I should keep him separated from my female for a period of time and allow him to bond with me and my husband. For how long should I keep them separated? The owner has socialized the dog, but he hasn't had much foundational training, which makes me think he is probably more focused on dogs than people. I have yet to see this dog, but just doing my homework ahead of time.

The bonding is important at his age .    The other female shouldn't matter, its the amount of time you spend with him that will make the difference.   A dog can become so aloof as to not pay any attention to you at all if left to his self too long.
He may be there already but with some work you can bring one back around.  It does take some effort on your part and a lot of one on one time.   

I dunno,  I never liked taking in older dogs because of any unknown baggage they may bring with them.
I'd spend some time with the dog before deciding to take him.
