sure, they wil lick, but really too young to expect them to eat solid food. IF the mother isn't producing milk then puppies can start licking liquid meals from plates or syringe-fed. Pups can start actually chewing at 3 weeks or so, the age when most start eating "puppy mush" is 3 weeks old as supplement to the mother's milk.

they don't need to be fed other than mother's milk until at least 3 weeks old, and even then only if it's a large litter or mother isn't producing enough milk to feed them - I normally start feeding puppy food by 4 weeks - earliest 3 weeks.

I am curious as to why the pups are near the moms dish. If you have them in a secure birthing box, then the Mom is fed outside the box. I have seen Moms growl at pups so I wouldn't feed mom near the pups.
If pups are that hungry, has your mom been fed a real rich diet of liver, and lots of good extras for her extra load, The moms 'milk may not be rich enough if a 2 week old is looking for food.
Does your mom have a lot of milk? How many pups are there.?

Here's some food for thought.......
There was a study a while ago that suggested that overweight puppies who grow too fast are more often the ones with HD.
I cannot find the study. It was with puppies from 4 to 10 weeks old or something.
Does anyone remember seeing it on the internet?

yeah if i were you id keep the solid food away, the pups can also choke on the kibble. i've seen that happen before with one of my friends puppy's and it was scary, we were luckly there when it happened and were able to help him.
